The City Council met in regular session on the 12th day of
January at 7:00 PM in the Council Room.
Present: Greg Hansen, Todd Harrington, Leonard McLaughlin and
Jeff Harnack
Also Present: Tom Hansen, Travis Schaar
The Oath of Office was read by Greg Hansen, Todd Harrington and
Jeffrey Harnack
Mayor Hansen presided at the meeting.
The Bar & Grill year end report was given by the city clerk.
Over all sales for the year are $700 up from 2007, expenses are
also up over $7000 for the year primarily because of the
increase in cost of goods.
Tom
Hansen gave the maintenance report. Motion by Leonard
McLaughlin, second by Todd Harrington to approve the purchase of
reflective clothing with a cost of $100. All voted in favor,
motion carried.
Chief Schaar gave the December police report. Discussion was
held about the 2003 Police Car. The decision was made to remove
the light bar, the police equipment and most of the graphics and
to use the vehicle as a city vehicle to be used by city
employees for meetings, training, and city business to reduce
the amount the city pays out in mileage expense.
Motion by Leonard McLaughlin, second by Jeff Harnack to approve
the purchase of a slot with MN West for Police Officer Continued
Education for $275. All voted in favor, motion carried.
Motion by Todd Harrington, second by Jeff Harnack to approve the
Police Policy for ICR reporting. All voted in favor, motion
carried.
The
2009 Personnel Policy and Fee schedule were reviewed with the
corrections made from the December meeting. These were
approved.
Motion by Jeff Harnack, second by Todd Harrington to approve the
2008 Audit Agreement with Hoffman & Brobst. All voted in favor,
motion carried.
Discussion was held regarding the sale of city property north of
the city shop to the Laura Ingalls Wilder Museum for $500. The
Title Opinion by Brian White was reviewed. The Resolution
written by Brian White was reviewed. Motion by Leonard
McLaughlin, second by Todd Harrington to approve the Resolution
Authorizing the Sale of Certain Real Estate and Directing
Delivery of a Deed. All voted in favor, motion carried.
Todd Harrington reported that Tealwood Management, which is the
management company that takes care of Country View, has
temporarily taken over management of the Lamberton Valley View
Manor. Jason Swanson, the manager of Country View has accepted
a 60 day temporary assignment at Valley View Manor. Kim Rolling
will take over as the manager of Country View for these 60 Days.
Discussion was held on the 2009 membership dues for Redwood Area
Development. Discussion was tabled until the February meeting
when more information about what RADC has been involved with in
the Walnut Grove Area can be presented.
Motion by Todd Harrington, second by Jeff Harnack to approve a
Special Liquor License for the American Legion for a Super Bowl
Party to be held February 1, 2009. All voted in favor, motion
carried.
The
final payment for the 1993 street project has been made and the
fund was short $4380.01. Motion by Leonard McLaughlin, second
by Jeff Harnack to transfer funds from the General Fund to cover
the shortage. All voted in favor, motion carried.
*After the Short & Delinquent tax receipts were received from
Redwood County on January
26,
2009. The shortage was only $2905.37, changing the amount
transferred to $2905.37. Any further delinquent receipts for
this project will be put into the general fund to cover the
transfer.
Motion by Todd Harrington, second by Leonard McLaughlin to
approve Claims #29898 through #30027. All voted in favor,
motion carried.
Motion by Leonard McLaughlin, second by Todd Harrington to
approve the Minutes for the December 3, 2008 special meeting and
the December 8 regular meeting. All voted in favor, motion
carried
On behalf of the Walnut Grove City Council and the residents of
Walnut Grove, Mayor Hansen would like to Thank Councilman Donald
E. Johnson for his years of service.

adjourn. All voted in favor, motion carried.
