The City Council met in a regular session on the 14th day of
June, 2010 at 7:00 PM in the Council Room.
Present: Greg Hansen, Todd Harrington, Leonard McLaughlin, Xiong
Yang and Jeff Harnack
Also Present: Lisa Zmeskal, Tom Hansen, Mike Zeug and Dave Hoyt
Mayor Hansen presided at the meeting
Discussion was held on Safety Training. Leonard McLaughlin
explained that the City Department heads must make sure all
employees either attend the safety training or complete the
training through the League of MN Cities video rental training
or complete the online computer training. Emergency Action &
Fire safety training is scheduled for June 29 at the Community
Center from 9-11:00 AM.
Lisa Zmeskal from Hoffman & Brobst presented the 2009 Audit
Report. The report was reviewed by the council. Overall the
audit was very good with very few changes being recommended. A
copy of the Audit report is available for the public to review
at the City Office. Motion to approve the 2009 Audit report by
Leonard McLaughlin, second by Todd Harrington. All voted in
favor, motion carried.
The Maintenance Report was given by Tom Hansen. Tom reported
the city received a settlement offer from Gentek to refinish the
siding on the south side of the Bar & Grill and the gable, which
is still covered under the limited warranty. The City’s cost
for the repairs will be $100. The Council approved the
acceptance of this offer.
The council discussed Community Center repairs that were
budgeted for in 2010. Floor tiles that were loose or damaged
were replaced in the hallway and kitchen. The floors will be
stripped and waxed this week. Tom will get a quote for the cost
of replacing the wood doors in the community center.
Discussion was held on replacing the carpet in the Bar & Grill.
The council determined the carpet needs to be replaced. The
suggestion was made to tile around the bar and carpet the rest.
The Clerk will get a quote for the cost of this compared to the
cost of carpeting all of it from Flooring Concepts and
discussion will continue at the next meeting. The Council
approved the purchase of a new vacuum for the Bar & Grill.
Drink pricing was discussed for the Bar & Grill. The Council
approved the 25˘ increase of drink prices due to the increased
cost of beer & alcohol over the past year.
The Police Report was given by Chief Zeug. Discussion was held
on purchasing a rifle for the WG Police Dept. No decision was
made and the discussion will be continued at a later date. The
Council asked Zeug to visit with residents that are not
following the weight restriction limits on the streets of Walnut
Grove. If the problem continues, the Walnut Grove Police
Department will be issuing citations for violations. Walnut
Grove Police Department will continue to talk to residents with
unlicensed vehicles and require current licensing unless the
vehicle is in an enclosed building.
The Water/Wastewater report was given by Wes Bell. Wes will be
contacting the company to have 2 or 3 more manholes refurbished
this year. Discussion was held on the sewer lines on 8th
Street and whether the option of using Instaform should be
considered. Tom will check with the company that uses this
product and discussion will be continued at the next council
meeting.
Wes Bell reported that he was unable to shut off water service
at a property on Main Street and would need to put in a new shut
off. The council determined this expense should be charged to
the property owner because the curb stops are owned by them and
it is the responsibility of the property owners to make sure
they are kept in working condition.
Discussion was held on the Small Cities Grant that was
approved. The city has posted the Notice of Intent to Request
the Release of Funds posting which is required for 10 days.
Western Community Action will then send the request to release
the Funds for the project and then the City will schedule a
Public Meeting which will be published in the paper for two
weeks and posted around town. Finally, the Public Meeting,
which is tentatively scheduled for July 26th, will be
held in Lamberton. Applications for the Grant will available at
the Public Meeting.
The City Council approved the application and the receipt of a
$5000 Grant from the MN Arts Board and the application and
receipt of $3150 from the Southwest MN Arts & Humanities Council
for the Walnut Grove Family Festival with the Community Club.
The City is the Fiscal Agent for the Community Club. Most of
the Festival expenses will be run through the City’s account and
the Community Club will reimburse the City for all expenses
incurred for the Festival that the Grants do not cover.
Discussion was held on the purchase of a 20’ X 30’ Heavy Duty
canopy by the city. The City would allow the Community Club to
use the canopy for the Family Festival and it could be used for
Community Events. When it is not being used by the city, it
could be rented out to the residents for private functions.
Motion by Leonard McLaughlin, second by Todd Harrington to
purchase a 20’ X 30’ Canopy. All voted in favor, motion
carried.
Motion by Todd Harrington, second by Xiong Yang to approve the
Minutes for the May 10, 2010 regular meeting and the May 20,
2010 Special meeting. All voted in favor, motion carried.
Motion by Leonard McLaughlin, second by Xiong Yang to approve
Claims #31767 through 31871. All voted in favor, motion
carried.
Motion by Todd Harrington, second by Leonard McLaughlin to
adjourn. All voted in favor, motion carried.
