The City Council met in a regular session on the 8th day of June at 7:00 PM in the Council Room.

 

Present:  Greg Hansen, Leonard McLaughlin, Todd Harrington and Jeff Harnack, City Clerk Paula McGarvey. 

 

Also Present: Deb Johnson, Mike Zeug, Andy Foster, Jim Blahnik

The Bar & Grill report was given by Deb Johnson.  Deb attended the MMBA Convention and felt it was very informational and would recommend it for any council interested in going next year.  The Loggers have completed all their requirements and now have the Pull Tabs up and going in the Bar & Grill.  The Bar & Grill will be donating a keg of Root Beer to the Neighborhood Watch for the annual Night Out Potluck.

 

The vacuum is again in need of repair.  The council agreed to have it repaired at the cost of $249.52. 

 

The City Clerk gave the maintenance report.  Tom is still waiting to get the crack filling done.  One of the options for seal coating doesn’t appear to be an option any longer as the company is not returning any phone calls.  He will bring the information he has about any options to the July meeting.

 

The City Park is in need of more wood chips around the playground equipment.  The County will split a full load with the city.  Motion by Leonard McLaughlin, second by Todd Harrington to order the wood chips from Gronomics Inc. for a total price of $2460.15.  The County will reimburse the City for half.  All voted in favor, motion carried.

 

The Water/Wastewater Report was reviewed by the Council.  Wes has begun flushing the hydrants and will be done within a week.  Delinquent accounts were discussed.  It was determined that if a disconnect is required for non payment at a rental property, the owner will be notified and if the curb stop is not in working condition, the city will repair the curb stop and bill the property owner for any repairs including labor. 

 

The Police Report was given by Mike Zeug.  The Neighborhood Watch will be having their annual Night Out Potluck June 16, 2009 at the City Park or in the Community Center if it rains. 

 

Discussion was held about the licensing of vehicles at the Auto Repair businesses.  Chief Zeug will review the ordinance and discuss it with the business owner if need be.

 

Discussion was held on Mike Zeug working Full Time and receiving benefits until there is a disposition in the Travis Schaar case.  Motion by Todd Harrington, second by Jeff Harnack to place Mike Zeug on Full Time status with benefits through August 2009 at which time the full time status will be reviewed again.  All voted in favor, motion carried.

 

Motion by Leonard McLaughlin, second by Todd Harrington to pass the Police Officers Declaration Resolution required by PERA stating Mike Zeug is working as a Police Officer in the State of Minnesota.  All voted in favor, motion carried.

 

The City council agreed to pay to renew Chief Zeug’s Police License. 

 

The 2009 Insurance Packet was reviewed by the City Council.  The cost of the premiums for the city’s policies for May 2009- April 2010 is $34,123.00 plus $2467.36 for Liquor Liability for July 1, 2009 – June 30, 2010.

 

$5763.12 in interest earnings from the CD’s will be transferred from the 4M Fund to Integrity Bank. 

 

$8886.12 will be transferred from the General Fund to the 4M fund into the City Vehicle and Equipment replacement Fund as determined at the December 2008 Council Meeting.

 

Greg Hansen and Leonard McLaughlin met with members of the EDA to discuss the funds used from the Cities funds to pay expenses at Country View in 2006.  It was determined that the amount Country View needs reimburse the city is $150,307.50.  The EDA has agreed to pay the City of Walnut Grove $2000 per month when funds are available.  These funds will go into the general fund and there will not be any interest charged.  Any further payments received from the County from the 2007 tax levy of $20900 will go directly to the General Fund instead of going to the Senior Housing Fund and then being transferred to the General Fund.  Motion by Todd Harrington, second by Jeff Harnack to accept this agreement with the EDA.  All voted in favor, motion carried. 

 

Motion by Jeff Harnack, second by Todd Harrington to approve the Land Use Permit for 840 Main Street.  All voted in favor, motion carried.

 

Motion by Todd Harrington, second by Jeff Harnack to approve the Land Use Permit for 400 Main Street with set back requirements being met.  All voted in favor, motion carried.

 

The Council approved the use of the tractor by Greg to remove some dirt at the museum when they replace some of the sod on the dugout.

 

A Special Meeting will be held June 25, 2009 at 6:00 PM to review the 2008 Audit with Hoffman & Brobst.

 

The council approved the use of the Community Center for a Car Wash Fund Raiser for one of the Church Youth Groups. 

 

Motion by Todd Harrington, second by Leonard McLaughlin to approve the Minutes for the May 11, 2009 regular meeting.  All voted in favor, motion carried.

 

Motion by Todd Harrington, second by Jeff Harnack to approve Claims #30462 through #30572 and also the payment to the Community Club for $3600 which the city received from Southwest Minnesota Arts & Humanities Council for the Family Festival.  All voted in favor, motion carried.

 

Motion by Todd Harrington, second by Jeff Harnack to adjourn.  All voted in favor, motion carried.
