The City Council met in a regular session on the 9th day of
November at 7:00 PM in the Council Room.
Present: Greg Hansen, Jeff Harnack, Leonard McLaughlin and Xiong
Yang
Absent: Todd Harrington
Also Present: Deb Johnson, Mike Zeug & Wes Bell
Mayor Hansen presided at the meeting
The meeting was opened at 7:00 PM for public comment on the
proposed budget. No residents were in attendance for comment.
Walnut Grove will hold a public hearing of the City Council for
the Truth and Taxation meeting on December 14, 2009 at 7:00 PM
in the City Council Room. Residents are invited to attend to
express their opinions on the 2010 proposed budget and levy.
The Bar & Grill report was given by Deb Johnson. Deb is
researching POS systems for the Bar & Grill. The cost would be
between $5500 and $9200. The system would allow for inventory
control, sales tracking, and reporting options. Further
discussion will continue at a later meeting. The Bar & Grill
will begin paying recycling fees in January 2010.
The Water/Wastewater Report was given by Wes Bell. Three fire
hydrants have been repaired this past month. The city was given
a quote from Recon, Inc. to rehab two manholes. The cost would
be $3900. Motion by Leonard McLaughlin, second by Jeff Harnack
to approve the quote and go ahead with the work. All voted in
favor, motion carried.
Mayor Hansen requested maintenance schedules for flushing,
jetting, sewer maintenance, and valve replacement from Wes
Bell. Wes will provide these schedules before the end of the
year.
The Police Report was given by Chief Zeug. Motion by Leonard
McLaughlin, second by Xiong Yang to approve the Police Officer
Declaration for Isaac Wahl to be accepted as a member of the
Public Employees Retirement Plan as a Police Officer working
less than 40 hours each week. All voted in favor, motion
carried.
The Walnut Grove Pet Ordinance has been updated. Ordinance 177
Animal Licensing and Regulations was reviewed and approved by
City Attorney Brian White. Motion by Jeff Harnack, second by
Leonard McLaughlin to approve Ordinance 177. All voted in
favor, motion carried. This Ordinance will become effective
once it has been published and the Police Department will begin
issuing citations when warranted.
The Walnut Grove Foundation has approved Grants to the City of
Walnut Grove for the Neighborhood Watch, The Fire Department,
The Ambulance Department and the Walnut Grove Activity Club.
The Council would like to thank the Foundation for these.
The City Policies, and wage and fee schedules were reviewed.
Discussion will be continued at the December Council meeting.
The Council reviewed the Walnut Grove Disaster Recovery Plan.
Motion by Xiong Yang, second by Leonard McLaughlin to approve
this plan. All voted in favor, motion carried.
Motion by Leonard McLaughlin, second by Jeff Harnack to approve
the Minutes for the October 12, 2009 regular meeting and the
October 27, 2009 Special Meeting. All voted in favor, motion
carried.
Motion by Xiong Yang, second by Leonard McLaughlin to approve
Claims #31001 through 31091. All voted in favor, motion
carried.
Motion by Jeff Harnack, second by Leonard McLaughlin to
adjourn. All voted in favor, motion carried.
