October 14, 2008
The City Council met in regular session on the 14th day of
October at 7:00 PM in the Council Room.
Present: Greg Hansen, Donald E. Johnson, Leonard McLaughlin &
Xiong Yang.
Todd Harrington arrived at 7:45
Also Present: Tom Hansen, Travis Schaar, Deb Johnson, Wes Bell,
Lee Steffen, and Mike Landuyt.
Mayor Hansen presided at the meeting.
The
Bar & Grill report was given by Deb Johnson. It was decided
that the pool and dart teams will be allowed $25.00 per person
for shirts or jackets and the teams would have to cover the
difference for whatever they wish to purchase.
Tom
Hansen gave the maintenance report. The warranty work for the
street project has been completed. Discussion was held on the
purchase of the new tractor. The council approved the quote of
$15,440.00 after the trade in and Tom will be ordering the new
tractor from Kibble Equipment in Wabasso. This will be paid for
over a five year period, which was included in the 2009 budget.
Wes
Bell gave the Water / Wastewater report. They plan to replace
the sludge pump at the Waste Water Treatment Plant within the
next couple of weeks.
Chief Schaar gave the police report. Schaar presented a spread
sheet to the council showing the training he and Officer Zeug
have completed and what training they still need. Motion by
Donald E. Johnson, second by Todd Harrington to approve the CLEO
and Command training for Chief Schaar in January 2009, at a cost
of $445.00. All voted in favor, motion carried.
Chief Schaar presented the council with a quote from Lockwood
Motors for a 2009 Dodge Charger police car with the police
package in the amount of $22,900.00. Motion by Donald E.
Johnson, second by Xiong Yang to order this Dodge Charger. All
voted in favor, motion carried.
Discussion was held on the trial computer program being used by
the Police Department for filling out reports. Chief Schaar
will talk to the developer of the program and have any changes
made that he needs and present the council with an invoice at
the next council meeting for approval.
Discussion was held on unpaid utility accounts and lawn mowing
charges. Motion by Leonard McLaughlin, second by Xiong Yang to
approve the resolution to have the unpaid balances assessed to
the property taxes for the following parcels:

#94-568-0020 $2026.74
#94-200-2120 $139.01
#94-200-1740 $120.00
#94-200-3580 $120.00
All
voted in favor, motion carried.
Mike Landuyt presented the council with a lease agreement for
the Walnut Grove Loggers at the Walnut Grove Bar and Grill for
Charitable Gambling. The Loggers will be taking over the
Charitable gambling that the Jaycees were doing. Motion by
Leonard McLaughlin, second by Todd Harrington to approve the new
lease with the Walnut Grove Loggers. All voted in favor, motion
carried.
Motion by Leonard McLaughlin, second by Todd Harrington to
approve the resolution to allow the Walnut Grove Loggers to hold
Charitable Gambling in the Walnut Grove Bar & Grill. All voted
in favor, motion carried.
Motion by Leonard McLaughlin, second by Todd Harrington to
approve the resolution to allow the Walnut Grove Loggers to hold
Charitable Gambling at the American Legion for Bingo. All voted
in favor, motion carried.
Motion by Donald E. Johnson, second by Todd Harrington to
approve the Land Use Permit application for Lee Steffen to
construct a landscape arbor and a cement fire pit. All voted in
favor, motion carried.
Motion by Leonard McLaughlin, second by Todd Harrington to
approve Claims #29549 through #29656. All voted in favor,
motion carried.
Motion by Donald E. Johnson, second by Leonard McLaughlin to
approve the Minutes for the September 8, 2008 regular meeting
and the September 12, 2008 special meeting. All voted in favor,
motion carried.
Motion by Donald E. Johnson, second by Todd Harrington to
adjourn. All voted in favor, motion carried.
