The City Council met in a regular session on the
14th day of September at 7:00 PM in the Council Room.
Present: Greg Hansen, Todd Harrington, Leonard
McLaughlin, Xiong Yang and Jeff Harnack.
Also Present: Tom Hansen, Deb Johnson, Mike
Zeug, and Wes Bell.
Mayor Hansen presided at the meeting
The Bar & Grill report was given by Deb Johnson.
Year to date, inside sales for alcohol are less than they were
last year, but off sale has increased, and food sales are higher
than last year. Karaoke has been scheduled for Halloween,
Thanksgiving weekend and New Years Eve. Deb will attend the
training workshop offered by the League of MN Cities October 21
in Granite Falls.
Tom Hansen gave the monthly maintenance report.
Flooring Concepts has installed new base trim and new trim on
the bump outs in the Community Center at the cost of $546.35.
The city purchased 16 new banquet tables for the Community
Center at a cost of $1996.72. The city will sell 16 of the
older tables for $20 each.
A Loss Control Consultant from the League of MN
Cities visited the city office to discuss the city’s safety
program and inquire about the city’s interest in joining a
Regional Safety Group for safety training. Motion by Leonard
McLaughlin, second by Todd Harrington for the City of Walnut
Grove to participate in a Regional Safety Group at a cost of
approximately $1000 per year. All voted in favor, motion
carried.
The Water/Wastewater Report was given by Wes
Bell. Wes will complete the Sanitary Sewer System Assessment
for the city. Maquire Iron has completed the Water Tower
inspection. The interior epoxy is failing on the shell and
small areas of the bowl. They also recommend that a new vent
with a frost proof screen be installed.
The Police Report was given by Chief Zeug.
Motion by Leonard McLaughlin, second by Jeff Harnack to offer
Mike Zeug the full time Police Chief position on a permanent
basis at the wage he is currently being paid. He will not
receive an increase in January due to a miscalculation on the
wage scale. All voted in favor, motion carried.
Discussion was held about hiring a part time
Police Officer. Chief Zeug has asked Isaak Wahl about working
part time pending council approval. The council has approved
this. Zeug and Isaac will be attending a “Use of Force” class
on Sept. 16.
Mayor Hansen reported that he and Leonard
McLaughlin had met with 2 EDA members to discuss options for the
properties in Walnut Grove that are delinquent on taxes and will
be going to county auction in 2010. It is very likely that if
nothing happens with these properties, at some point it would be
necessary for the city to take the buildings down for safety
reasons. Because of this, the City and the EDA are exploring
the option of obtaining these properties in hopes of getting
them back on the tax role and determining what it would take to
make them marketable.
Alliant Energy has donated $50 to the Walnut
Grove Fire Department. Motion by Leonard McLaughlin, second by
Xiong Yang to approve the Resolution accepting this donation.
All
voted in favor, motion carried.
Discussion was held on updating the City’s
ordinances. The council has approved bringing in extra help to
the office to allow the clerk time to go through the ordinances
and make recommendations as to which ordinances should be
updated.
Discussion was held on the 2010 budget. The
council approved the proposed tax levy of $151,149 for the
General Fund and $40,851 for the G.O. Improvement Bonds of 2004,
for a total levy of $192,000. This is a 9.1% increase from the
2009 levy of $176,000. The 2009, levy was a decrease of 14%
from 2008.
The following two Council Meetings will be open
for public comment on the budget. They will be held Monday,
October 12, 2009 at 7pm and Monday, November 9, 2009 at 7 PM in
the Council Room at the City office building. The Final
Budget will be determined and certified to the County Auditor on
or before December 18, 2009.
Motion by Leonard McLaughlin, seconded by Todd
Harrington to approve the resolution certifying the Proposed Tax
Levy Requirements for 2009 to the County of Redwood for
collections. All voted in favor, motion carried.
