The City Council met in a special session on the 9th day of February at 6:00 PM in the Council Room.

 

Present:  Greg Hansen, Leonard McLaughlin, Todd Harrington, Xiong Yang and Jeff Harnack, City Clerk Paula McGarvey

 

Also present:  Brian White, Travis Schaar

 

Mayor Hansen presided at the meeting

 

The council closed the meeting for an informational meeting of employee performance during an incident that occurred at the Walnut Grove Bar & Grill on January 20, 2009. A special Meeting will be scheduled to determine any action to be taken.

 

Motion by Leonard McLaughlin, second by Todd Harrington to adjourn.  All voted in favor, motion carried.

The City Council met in a regular session on the 9th day of February at 7:00 PM in the Council Room.

 

Present:  Greg Hansen, Leonard McLaughlin, Todd Harrington, Xiong Yang and Jeff Harnack, City Clerk Paula McGarvey

 

Also present:  Deb Johnson, Tom Hansen, Andy Kehren

 

Mayor Hansen presided at the meeting

 

The Bar & Grill report was given by Deb Johnson.  January sales were up 7% over January 2008 primarily in off sale. The council approved the payment of dues to the Community Club and the Retail Committee.

 

Tom Hansen gave the maintenance report.  There was a water main break by the water tower on January 17.  This was fixed on Sunday January 18.

 

Andy Kehren from Bolten & Menk presented the council with information on Grant Opportunities that may be available through Rural Development.  Motion by Leonard McLaughlin, second by Todd Harrington to proceed with the Phase 1 Application to Rural Development to get the information about what grant opportunities are available for the Sanitary System and Water Main. All voted in favor, motion carried.

 

Wes Bell gave the Water/Wastewater Report.  The primary skimmer arm and skimmer are in need of repair.  He will be ordering a primary clarifier at a cost of approximately $2300.  No estimate was given as to how much it will cost to install it.  

 

Chief Schaar gave the January police report.  Discussion was held about a Crisis Intervention class being held in Worthington March 9-12. There is no fee charged and the city will receive a $500 stipend from Southwestern MN Adult Mental Health Consortium to help defray the cost of the officers wages to attend the class.  Motion by Jeff Harnack, second by Leonard McLaughlin for Chief Schaar to attend the training class in Worthington, March 9-12, 2009.  All voted in favor, motion carried. 

 

The Ambulance Budget of $40,490 for 2009 was reviewed.  Motion by Jeff Harnack, second by Xiong Yang to approve the budget as presented.  All voted in favor, motion carried.

 

The Fire Budget of $33,111 for 2009 was reviewed.  Motion by Leonard McLaughlin, second by Todd Harrington to approve the budget as presented.  All voted in favor, motion carried.

 

The Walnut Grove Fire Department received a donation from The Schwan’s Food Company in the amount of $1023.10.  The Walnut Grove Fire Department and the City Council Thankfully accepts the donation.

 

Marty Caraway from the Redwood County Veteran Service Office will begin working out of the Walnut Grove City Office Building on Thursdays.  Marty will be using the Ambulance / EDA office from 8:30 AM to 5:00 PM so that veterans from this part of Redwood County do not have to drive all the way to Redwood Falls.

 

The City will schedule a city wide clean up day for this spring. 

 

The City Council approved the use of the Community Center for a Book Exchange to be held monthly.  The first book exchange will be March 9, 2009 from 3pm – 6pm.  Anyone wanting to drop off books early can drop them off anytime after March 1 at the Community Center during regular office hours.

 

The council reviewed the updated lease agreement with the Walnut Grove Loggers for the Bar & Grill and resolutions for the Walnut Grove Loggers to have Charitable Gambling at the Bar & Grill and the American Legion.  Motion by Leonard McLaughlin, second by Todd Harrington to approve the lease agreement and approve the resolutions for charitable gambling for the Walnut Grove Area Loggers.  All voted in favor, motion carried.

 

Discussion was held about the Redwood Area Development Corporation and what services it provides residents of Walnut Grove.  Motion by Todd Harrington, second by Xiong Yang to approve the 2009 dues of $2845.25.  All voted in favor, motion carried.

 

Motion by Leonard McLaughlin, second by Jeff Harnack to approve the Minutes for the January 12, 2009 regular meeting.  All voted in favor, motion carried.

 

Motion by Todd Harrington, second by Xiong Yang to approve Claims #30028 through #30129.  All voted in favor, motion carried.

 

Motion by Todd Harrington, second by Leonard McLaughlin to adjourn.  All voted in favor, motion carried.

 

The Walnut Grove Board of Appeal and Equalization Meeting will be held April 13, 2009 at 7PM.
